Vehicle Collision with Workers in an Intersection Work Zone

​On Thursday, April 24, 2025, about 1:23 p.m. eastern daylight time, a 2016 Hino 338 two-axle commercial dump truck, owned and operated by the City of Eden, was traveling north on Carroll Street and approaching Church Street in Eden, Rockingham County, North Carolina. Both Church and Carroll Streets are two-lane roadways with posted speed limits of 35 mph. A temporary work zone had been established on Church Street at its intersection with Carroll Street (to the south) and Park Road (to the north) while workers were replacing utility poles. As the 66-year-old male driver of the dump truck reached the intersection, he failed to stop at the stop sign on Carroll Street and drove through the temporary work zone, striking seven utility workers within the intersection, including one who was in the bucket of a utility truck. The dump truck continued through the intersection onto Park Road and came to rest in a creek adjacent to the northbound lane of Park Road. A postcrash fire ensued and engulfed the truck cab.

As a result of the crash, four workers were fatally injured, the dump truck driver sustained minor injuries, and the remaining three workers sustained injuries ranging from serious to minor.

  • The North Carolina State Highway Patrol
  • The City of Eden

All aspects of the crash remain under investigation while the NTSB determines the probable cause, with the intent of issuing safety recommendations to prevent similar events.
