Document Submission

​​​​Pursuant to the recent changes implemented in 49 C.F.R §§ 821.7 and 821.8, beginning November 15, 2012, parties may submit documents for aviation certificate enforcement cases via electronic mail.

Parties may submit documents to the Office of Administrative Law Judges at the following e-mail address: ALJappeals@ntsb.gov

Parties may submit documents to the Office of General Counsel at the following email address: BoardAppeals@ntsb.gov

To ensure receipt of documents via e-mail, the following requirements apply:

  • Documents must be in Adobe Portable Document Format (PDF), or in Microsoft Word.
  • Documents must be no larger than 10 megabytes. Parties who believe they must exceed this limit should contact the Office of Administrative Law Judges or the Office of General Counsel.
  • Parties must submit all documents in one e-mail. Therefore, if a party seeks to submit a document with accompanying exhibits or attachments, the entire collection of documents must be contained in one file, and may not exceed the size limitation listed above.
  • Parties are encouraged to review their document sizes well before the applicable deadline for filing, to ensure the collection of documents does not exceed the permissible size.

Consistent with the provisions of 49 C.F.R § 821.8, parties should retain a copy of the transmittal e-mail along with the documents submitted in a "sent mail" file. In addition, parties may choose to print a copy of the transmittal e-mail for safekeeping.

Parties will not receive a reply or automated message from the e-mail addresses provided above.
