Synopsis: ON JANUARY 2, 1980, CRUDE OIL LEAKED FROM A FRACTURED 22-INCH PIPELINE AT A LEVEE CROSSING AT BERWICK, LOUISIANA; THE PIPELINE IS OWNED BY THE TEXAS PIPELINE COMPANY AND RUNS BETWEEN HOUMA AND ERATH, LOUISIANA. AT 9:54 A.M., THE CRUDE OIL IGNITED. ONE PERSON WAS KILLED, ONE PERSON WAS INJURED, AND SIX HOMES WERE EITHER DESTROYED OR DAMAGED.
Recommendation: THE NTSB RECOMMENDS THAT THE TEXAS PIPELINE COMPANY: EVALUATE EXISTING PROCEDURES FOR LEAK DETECTION AND TAKE STEPS TO MAKE THESE PROCEDURES MORE EFFECTIVE.

WE ALSO UNDERSTAND THAT METERS WERE INSTALLED ON THE HOUMA, LOUISIANA, TO PORT ARTHUR, TEXAS, 22-INCH LINE, AS WELL AS OTHER PIPELINES, TO DETEST LEAKS. BASED ON THIS INFO, P-80-68 HAS BEEN CLASSIFIED "CLOSED--ACCEPTABLE ACTION."

Response: TEXAS PIPE LINE COMPANY LTR: THE TEXAS PIPE LINE COMPANY HAS EVALUATED ITS EXISTING PROCEDURES FOR LEAK DETECTION OF ITS MAIN LINES AND HAS FOUND SUCH PROCEDURES TO BE GENERALLY EFFECTIVE. WE ARE PLANNING TO INSTALL ADDITIONAL METERS AND ASSOCIATED EQUIPMENT ON THE HOUMA-PT. ARTHUR 22-INCH LINE TO PROVIDE A CONTINUOUS VOLUME IN - VOLUME OUT COMPARISON. THIS IS EXPECTED TO IMPROVE OUR LEAK DETECTION CAPABILITIES. OTHER PIPELINES WILL BE EVALUATED FOR POSSIBLE INSTALLATION OF A SIMILAR SYSTEM.
