I want to thank my fellow Board members for their participation today.

In closing, I want to recognize the NTSB staff members who developed this excellent report - in particular, the staff from the Office of Aviation Safety and from the Office of Research and Engineering. Joe Sedor, the Investigator-in-Charge, and his team did an outstanding job.

More than a century ago, Wilbur Wright wrote, "If you are looking for perfect safety, you will do well to sit on a fence and watch the birds, but if you really wish to learn, you must mount a machine and become acquainted with its tricks by actual trial."

At Jackson Hole and with the investigation that followed we - the investigator, the manufacturer, the operator, and the pilots - all became better acquainted with the machine, as well as learning about the reactions of the pilots that operate them. While airplanes and those that fly them have become ever more reliable, neither man nor machine are perfect, but we believe the recommendations we issue today will provide the opportunity to make both of them even better.
