Synopsis: ON JUNE 16, 1976, A PIECE OF CONSTRUCTION EQUIPMENT EXCAVATING FOR A STREET WIDENING PROJECT ON VENICE BOULEVARD IN LOS ANGELES, CALIFORNIA, STRUCK AND PUNCTURED AN 8-INCH PETROLEUM PRODUCTS PIPELINE OWNED BY THE STANDARD OIL COMPANY OF CALIFORNIA. THE ESCAPING GASOLINE SPRAYED ON NEARBY BUILDINGS AND IGNITED, 9 PERSONS WERE KILLED, 14 PERSONS WERE INJURED, 7 BUILDINGS WERE DESTROYED, OTHER BUILDINGS WERE DAMAGED BY FIRE AND HEAT, AND 15 VEHICLES WERE DESTROYED.
Recommendation: CONDUCT INSPECTIONS OF OPERATIONS ALONG ITS PIPELINES TO INSURE THAT CONSTRUCTION DOES NOT RISK THE INTEGRITY OF ITS PIPELINES.

Response: CHEVRON PIPE LINE COMPANY EMPLOYS FACILITY INSPECTORS TO INSPECT ON DAILY BASIS CONSTRUCTION ACTIVITIES IN THE VICINITY OF ITS PIPELINE TO INSURE THAT THE CONSTRUCTION WORK IS PERFORMED IN A MANNER WHICH AVOIDS DAMAGE TO THE PIPELINE. ADDITIONALLY, CHEVRON PIPE LINE COMPANY EMPLOYS LINE RIDERS AND AERIAL PATROL COVERAGE TO PATROL THE PIPE LINE SYSTEMS ON REGULARLY SCHEDULED BASIS. THE DUTIES OF ITS FACILITY INSPECTORS AND LINE RIDERS INCLUDE THE INVESTIGATION AND INSPECTION OF ALL CONSTRUCTION WORK IN PROGRESS OVER OR NEAR ITS PIPELINE TO INSURE THAT THE WORK DOES NOT RISK THE INTEGRITY OF ITS PIPELINE.
