Synopsis: ON 6/10/95, THE PANAMANIAN PASSENGER SHIP ROYAL MAJESTY GROUNDED ON ROSE CROWN SHOAL ABOUT 10 MILES EAST OF NANTUCKET ISLAND, MASSACHUSETTS, & ABOUT 17 MILES FROM WHERE THE WATCH OFFICERS THOUGHT THE VESSEL WAS. THE VESSEL, WITH 1,509 PERSONS ON BOARD, WAS EN ROUTE FROM ST. GEORGE'S, BERMUDA, TO BOSTON, MASSACHUSETTS. THERE WERE NO DEATHS OR INJURIES AS A RESULT OF THIS ACCIDENT. DAMAGE TO THE VESSEL & LOST REVENUE, HOWEVER, WERE ESTIMATED AT ABOUT $7 MILLION.
Recommendation: THE NTSB RECOMMENDS THAT THE RAYTHEON MARINE: DESIGN ITS HYBRID POSITIONING SYSTEMS TO IDENTIFY THEMSELVES AS INTEGRATED INSTRUMENTS (II) WITH AN APPROPRIATE SYSTEM MODE IDENTIFIER (SYS).

Response: THE SAFETY BOARD UNDERSTANDS THAT SINCE PUBLICATION OF THE SAFETY RECOMMENDATIONS, RAYTHEON HAS NOT DEVELOPED OR PRODUCED ANY HYBRID POSITIONING SYSTEMS. THE SAFETY BOARD IS, HOWEVER, PLEASED TO LEARN THAT SHOULD RAYTHEON DO SO IN THE FUTURE, THE RAYTHEON SYSTEMS WILL FULL COMPLY WITH THE BOARD'S RECOMMENDATIONS. ACCORDINGLY, BECAUSE RAYTHEON HAS NOT DEVELOPED OR PRODUCED ANY HYBRID POSITIONING SYSTEMS SINCE THESE RECOMMENDATIONS WERE ISSUED, M-97-14 AND -15 HAVE BEEN CLASSIFIED "CLOSED--NO LONGER APPLICABLE."
