Safety Recommendation M-17-007
Synopsis: On December 3, 2015, at 2018 local time, the commercial fishing vessel Orin C sank in the Atlantic Ocean about 13 miles east of Cape Ann, Massachusetts. All three crewmembers abandoned the vessel just prior to sinking and were recovered by US Coast Guard motor lifeboat 47259. However, the captain of the Orin C became unconscious in the water prior to being pulled to the motor lifeboat by a Coast Guard crewman. When examined aboard the motor lifeboat, the captain had no pulse. In response, Coast Guard crewmembers performed CPR, but he could not be revived. There were no other injuries and no reports of pollution. The Orin C sank in about 300 feet of water and was not salvaged.
Recommendation: TO THE UNITED STATES COAST GUARD: Develop a standard for the contents of First-Aid and Trauma (FAT) kits for each type of Coast Guard response vessel.

Response: We note that you are establishing an emergency medical services (EMS) work group to address EMS equipment and training deficiencies associated with the USCG’s search-and-rescue mission capabilities, and that this work group will address these safety recommendations. Pending establishment of the work group, completion of its work, and your revisions based on the needs the work group identifies, Safety Recommendations M-17-6 and -7 are classified OPEN--ACCEPTABLE RESPONSE.

Response: -From Charles W. Ray, Vice Admiral, U.S. Coast Guard, Deputy Commandant for Operations: I concur with this recommendation. In conjunction with its work in response to NTSB safety recommendation M-17-6, I will also direct the Emergency Medical Services (EMS) Work Group to perform a review of the requirements for the contents of first aid and trauma kits with the goal of establishing a standard for its contents that is sufficient for the types of medical emergencies expected to be encountered and for which members of a typical Coast Guard boat crew are qualified to use. I will keep the Board informed of our progress on this recommendation.
