Synopsis: THE U.S. 35 HIGHWAY BRIDGE CONNECTING POINT PLEASANT, WEST VIRGINIA, WITH KANAUGA, OHIO, COLLAPSED AT APPROXIMATELY 5 P.M. (EST) DECEMBER 15, 1967. FORTY-SIX PERSONS DIED IN THE ACCIDENT, NINE WERE INJURED, AND 31 OF THE 37 VEHICLES ON THE BRIDGE FELL WITH THE BRIDGE. TWENTY-FOUR VEHICLES FELL INTO THE OHIO RIVER AND SEVEN FELL ON THE OHIO SHORE. THERE WERE NO PEDESTRIANS ON THE BRIDGE AT THE TIME OF COLLAPSE.
Recommendation: THE NTSB RECOMMENDS THAT THE SECRETARY OF TRANSPORTATION: CONSIDER THE ADVISABILITY OF PROPOSING A PROGRAM OF FEDERAL AID TO ENSURE THE ADEQUATE REPAIR OF ALL BRIDGES NOT IN THE FEDERAL-AID-SYSTEM.

Response: FHWA - SECTIONS 109 AND 204(A) OF THE FEDERAL-AID-HIGHWAY ACT 1970 EXPANDED OUR AUTHORITY AND PROVIDED FUNDS FOR THE REPAIR AND REPLACEMENT OF DETERIORATED AND OBSOLETE BRIDGES ON THE FEDERAL-AID SYSTEM. WHILE THE PROGRAM IS AT BEST ONLY THE INITIAL PHASE OF A COMPREHENSIVE BRIDGE REPLACEMENT PROGRAM, THE ASSOCIATED NATIONAL INSPECTION AND INVENTORY OF DEFICIENT BRIDGES WILL PROVIDE THE ADMINISTRATION WITH SUFFICIENT DATA TO MAKE A MEANINGFUL REPORT TO CONGRESS ON THE TOTAL NEEDS OF SUCH A PROGRAM.
