Synopsis: ABOUT 1920 MOUNTAIN STANDARD TIME ON JANUARY 19, 1988, N68TC, A TRANS-COLORADO AIRLINES, INC., FAIRCHILD METRO III, OPERATING AS CONTINENTAL EXPRESS FLIGHT 2286 FROM STAPLETON INTERNATIONAL AIRPORT, DENVER, COLORADO, WITH 2 FLIGHTCREW MEMBERS AND 15 PASSENGERS ON BOARD, CRASHED ON APPROACH TO DURANGO, COLORADO. THE TWO FLIGHTCREW MEMBERS AND SEVEN PASSENGERS WERE KILLED AS A RESULT OF THE ACCIDENT.
Recommendation: THE NTSB RECOMMENDS THAT THE FEDERAL AVIATION ADMINISTRATION: PROVIDE GUIDANCE TO OPERATORS OF SCHEDULED REVENUE PASSENGER SERVICE TO ASSIST THEM IN OBTAINING RELEVANT INFORMATION FROM PREVIOUS EMPLOYERS ABOUT THE PILOTING SKILLS AND ABILITIES OF PROSPECTIVE PILOTS.

Response: In Safety Recommendation A-89-4, we asked the FAA to provide guidance to operators of scheduled revenue passenger service to assist them in obtaining relevant information from previous employers about the piloting skills and abilities of prospective pilots. We have reviewed the FAA's Action Notice 8430.26, "Certificated Airmen Preemployment Safety Verification," dated November 30, 1988, and the former Secretary of Transportation's letter dated January 3, 1989, on the same subject. The actions taken satisfy this recommendation which is classified as "Closed-- Acceptable Action."

Response: "--AS A RESULT OF THE GAO REPORT, THE FAA ISSUED ACTION NOTICE 8430.26, CERTIFICATED AIRMEN PREEMPLOYMENT SAFETY VERIFICATION, ON NOVEMBER 30, 1988. THIS ACTION NOTICE DISCUSSES THE IMPORTANCE OF THE AIRLINES OBTAINING VERIFICATION OF THE CERTIFICATION OF ANY AIRMAN. THIS ACTION NOTICE REQUESTS THAT PRINCIPAL OPERATIONS INSPECTORS PROVIDE A COPY OF THE ACTION NOTICE TO THEIR CERTIFICATE HOLDERS.--ADDITIONALLY, ON JANUARY 3, 1989, THE FORMER SECRETARY OF TRANSPORTATION SENT A LETTER TO THE CHIEF EXECUTIVE OFFICER OF EACH OPERATOR ENDORSING THE GAO RECOMMENDATIONS.--"
