Synopsis: ON AUGUST 2, 1985, AT 1805:52 CENTRAL DAYLIGHT TIME, DELTA AIR LINES (DELTA) FLIGHT 191, A LOCKHEED L-1011-385-1, N726DA, CRASHED WHILE APPROACHING TO LAND ON RUNWAY 17L AT THE DALLAS/FORT WORTH INTERNATIONAL (DFW) AIRPORT, TEXAS. WHILE PASSING THROUGH THE RAIN SHAFT BENEATH A THUNDERSTORM, FLIGHT 191 ENTERED A MICROBURST WHICH THE PILOT WAS UNABLE TO TRAVERSE SUCCESSFULLY. THE AIRPLANE STRUCK THE GROUND ABOUT 6,300 FEET NORTH OF THE APPROACH END OF RUNWAY 17L, HIT A CAR ON A HIGHWAY NORTH OF THE RUNWAY KILLING THE DRIVER, STRUCK TWO WATER TANKS ON THE AIRPORT, AND BROKE APART. EXCEPT FOR A SECTION OF THE AIRPLANE CONTAINING THE AFT FUSELAGE AND EMPENNAGE, THE REMAINDER OF THE AIRPLANE DISINTEGRATED DURING THE IMPACT SEQUENCE, AND A SEVERE FIRE ERUPTED DURING THE IMPACT SEQUENCE. OF THE 163 PERSONS ABOARD, 134 PASSENGERS AND CREWMEMBERS WERE KILLED; 26 PASSENGERS AND 3 CABIN ATTENDANTS SURVIVED.
Recommendation: THE NTSB RECOMMENDS THAT THE NATIONAL OCEANIC AND ATMOSPHERIC ADMINISTRATION: REQUIRE THAT PERTINENT INFORMATION AND FORMAL TRAINING PROGRAMS DERIVED FROM MICROBURST AND CONVECTIVE STORM RESEARCH BE PROVIDED IN A TIMELY MANNER TO OPERATIONAL METEOROLOGISTS.

Response: The National Weather Service (NWS) has been working over the past few years to substantially increase the awareness of microburst and other phenomena related to severe convective weather. In particular, the Cooperative Program for Operational Meteorology, Education, and Training (COMET) in Boulder, Colorado, has been tasked with developing such training materials for NWS forecasters. COMET, a cooperative venture between the National Oceanic and Atmospheric Administration and the University Corporation for Atmospheric Research, provides essential support of NWS training and professional development. The many avenues used to accomplish this goal include the availability of training courses and the development of highly-interactive, multimedia, computer-based learning (CBL) materials for use by all personnel at NWS field offices. In COMET's flagship class, the Mesoscale Analysis and Prediction Course, a considerable amount of time is devoted to the forecasting of convection--1 day is specifically focused on downburst phenomena. Other training classes offered at COMET also spend a significant portion of their time on these same subjects. In the past 6 years, over 300 NWS employees have attended these courses. The courses are conducted in a "train-the-trainer" fashion and, as such, are designed to reach many more NWS operational personnel. Additionally, a multimedia-based education and training team at COMET is fully dedicated to producing CBL materials for the NWS in the area of convection. In 1992, one of the first CBL modules made available to NWS meteorologists, "Boundary Detection and Convection Initiation," emphasized the use of Doppler radar technology to detect wind-shift boundaries and how to determine where and when convective storms will initiate. In 1996, two CBL's, "A Convective Storm Matrix" and "Anticipating Convective Storm Structure and Evolution" were completed and made available to NWS meteorologists. The latter module includes the structure and evolution of "pulse storms," which are responsible for producing wet microbursts and addresses the physical processes of the downdraft production within convective storms. The convective team is currently completing convective structure and evolution training by producing web-based training that covers the life-cycle of squall lines and bow echoes. COMET plans to continue the production of training materials dedicated to addressing convective hazards in the coming years. Requirements for this development will be driven by NWS field scientists, as well as the external user community.

THE NEWS IS SENDING SELECTED PERSONNEL TO THE TUTORIAL SHORT COURSE ON LIGHTING HAZARDS. VIDEO TAPES HAVE BEEN REQUESTED. DURING MAY 1988, A CONTRACT WAS AWARDED FOR STORM IDENTIFICATION VIDEO TAPE DEVELOPMENT. ONE OF THE 6 TAPES IS DEVOTED TO AVIATION. THE TAPES SHOULD BECOME AVAILABLE IN THE LAST QUARTER OF THIS YEAR.

Response: THE NWS TRAINING CENTER IS PRESENTLY PREPARING A SERIES OF MODULES FOR USE WITH ON-STATION EDUCATIONAL EFFORTS. SOME OF THE TOPICS COVERED BY THESE MODULES INCLUDE CONVERTIONAL RADAR TECHNIQUES, DOPPLER RADAR PRINCIPLES, AND RADAR SYSTEMS. THESE MODULES WILL BE DISTRIBUTED TO ALL NWS FIELD OFFICES. METEOROLOGISTS WILL BE ABLE TO ENROLL FOR OFFICIAL CREDIT AND TAKE EXAMINATIONS ON THE MODULES. IN ADDITION THE NWS PLANS TO SIGNIFICANTLY INCREASE ITS EMPHASIS ON MESOSCALE METEOROLOGY DURING THE NEXT FEW YEARS.
