Synopsis: ON JULY 24, 1979, A PUERTO RICO INTERNATIONAL AIRLINES (PRINAIR) DEHAVILLAND HERON CRASHED AT THE ALEXANDER HAMILTON AIRPORT, ST. CROIX, VIRGIN ISLANDS, KILLING 8 PERSONS AND SERIOUSLY INJURING 13 OTHERS. DURING ITS INVESTIGATION OF THE ACCIDENT, THE NATIONAL TRANSPORTATION SAFETY BOARD FOUND NUMEROUS DEFICIENCIES IN THE CRASH/FIRE/RESCUE (CFR) OPERATIONS AND SERVICES OF THE VIRGIN ISLANDS PORT AUTHORITY WHICH REQUIRE IMMEDIATE ATTENTION.
Recommendation: THE NTSB RECOMMENDS THAT THE VIRGIN ISLANDS PORT AUTHORITY: EXPAND THE PROVISIONS OF THE EMERGENCY PLANS OF ITS AIRPORTS TO PROVIDE FOR THE ORDERLY INCORPORATION OF THE SERVICES OF LINE PERSONNEL OF TENANT ORGANIZATIONS, AND TRAIN SUCH PERSONNEL.

Response: VIRGIN ISLANDS GOVERNOR'S LETTER: TRAINING, HOT DRILLS, AND PERIODIC DISASTER DRILLS HAVE BEEN CARRIED OUT. AN ADDRESS SYSTEM WAS INSTALLED IN THE CRASH HOUSE WITH THE ACTIVITATING MICROPHONE IN THE CONTROL TOWER. THIS WAS IN ADDITION TO THE EXISTING DIRECT TELEPHONE LINE BETWEEN THE TWO POINTS. PORTABLE MULTI-CHANNEL TRANSCEIVERS ARE LOCATED IN THE THREE EMERGENCY VEHICLES. DIRECT RADIO COMMUNICATION IS PROVIDED BETWEEN EACH VEHICLE AND THE POLICE DEPARTMENT, INSULAR FIRE SERVICE, HOSPITAL, CIVIL DEFENSE, AND ELECTRIC UTILITY COMPANY, SO AS TO REDUCE RELIANCE ON THE COMMERCIAL TELEPHONE SYSTEM DURING EMERGENCIES.
