Synopsis: ON MARCH 13, 1974, SHORTLY AFTER TAKEOFF, SIERRA PACIFIC AIRLINES CHARTER FLIGHT 802 CRASHED INTO A FOOTHILL OF THE WHITE MOUNTAINS, 5 1/4 MILES SOUTHEAST OF BISHOP AIRPORT, BISHOP, CALIFORNIA. THE FLIGHT WAS MAKING A VISUAL CLIMB IN COMPLIANCE WITH THE PUBLISHED PROCEDURE DURING NIGHTTIME HOURS WHEN IT STRUCK THE FOOTHILL AT AN ELEVATION OF ABOUT 6,100 FEET. THE CEILING WAS AN ESTIMATED 25,000 FEET, AND THE SURFACE VISIBILITY WAS 30 MILES.
Recommendation: INSTALL A DME, COCHANNELED AND COLLOCATED WITH THE BISHOP VOR.

Response: FAA PLANS TO EVENTUALLY INSTALL DME AT ALL VOR FACILITIES. INSTALLATIONS ARE SUBJECT TO BUDGETARY RESTRICTIONS, EQUIPMENT AVAILABILITY AND ESTABLISHED PRIORITIES. AT THE PRESENT TIME, DME IS NOT PROGRAMMED AT BISHOP BECAUSE OF ITS LOW PRIORITY.2/8/77 - DISCUSSION WAS HELD WITH LIAISON PERSONNEL FRO AFS-50 TO UPDATE INFORMATION REGARDING STATUS OF DME INSTALLATION AT BISHOP. THE FAA BUDGET FOR FY-77 INCLUDES 58 DME INSTALLATIONS, FY-78 BUDGET REQUEST INCLUDES 16 DME INSTALLATIONS - BISHOP IS NOT INCLUDED IN EITHER. THE FAA IS FIRM IN THEIR POSITION THAT IF THE BISHOP TRAFFIC REMAINS AS IT HAS IN THE PAST, WHICH ESTABLISHED ITS LOW PRIORITY, THE AIRPORT MAY NEVER GET A DME INSTALLATION. THE FAA'S REJECTION OF A-74-93, FOR USE OF DME AND VOR FOR IFR CLIMB PROCEDURE, IS FURTHER EVIDENCE OF THEIR POSITION.
