Synopsis: The National Transportation Safety Board has received your letter of March 19, 1974, concerning the action taken by the Federal Aviation Administration intended to assure the integrity of the aft cargo door and its actuating system on the McDonnell-Douglas DC-10 series aircraft.
Recommendation: AMEND THE AIRWORTHINESS DIRECTIVE OF MARCH 6, 1974, TO REQUIRE AN IMPROVED VIEWING WINDOW AND ILLUMINATION OF THE LOCK PIN AREA IN ORDER TO PERMIT FULL VISUAL OBSERVATION OF THE LOCKING MECHANISM SO THAT POSITIVE VERIFICATION CAN BE MADE OF PROPER LOCKING PIN ENGAGEMENT.

Response: A-74-29: WITH REGARD TO THE IMPROVEMENT (ENLARGEMENT) OF THE VIEWING WINDOW, THE FAA WANTED THIS INCLUDED IN THE MARCH 6TH, OR AT LEAST IN THE MARCH 22ND AD; BUT THIS COULD NOT BE DONE SINCE REDESIGN ANALYSIS, DRAWINGS AND SPECIFICATIONS WERE NOT AVAILABLE. AN ITEM SUCH AS THIS CANNOT BE INCLUDED IN AN AD UNTIL MDC CAN SHOW THAT THE MODIFICATION IS SAFE AND PRACTICAL, THAT PARTS CAN BE MADE TO COMPLY WITH SPECIFICATIONS, AND THAT SUCH PARTS WILL BE ON HAND IN SUFFICIENT QUANTITY TO GET THE JOB DONE IN THE TIME SPECIFIED.
