Synopsis: The National Transportation Safety Board has received your letter of March 19, 1974, concerning the action taken by the Federal Aviation Administration intended to assure the integrity of the aft cargo door and its actuating system on the McDonnell-Douglas DC-10 series aircraft.
Recommendation: REQUIRE THAT THE PROVISIONS OF THE MCDONNELL-DOUGLAS SERVICE BULLETIN 52-49, ENTITLED "DOORS-CARGO-INSTALL REVISED 'CLOSED LOOP' CARGO DOOR LOCKING MECHANISM," BE MADE MANDATORY BY THE IMMEDIATE ISSUANCE OF AN AIRWORTHINESS DIRECTIVE.

Response: ON MARCH 22, 1974, THE FAA ISSUED THEIR SECOND AD WHICH INCLUDED THE REQUIREMENT FOR COMPLIANCE WITH THE MCDONNELL DOUGLAS SERVICE BULLETIN (SB) 52-49 BY JULY 1, 1974. PRIOR TO THE ISSUANCE OF THE AD, SB 52-49 WOULD NOT HAVE BEEN COMPLETED ON ALL AIRCRAFT FOR ANOTHER 20-24 MONTHS.
