Safety Recommendation History
From: FAA
To: NTSB
Date: 5/25/1972
Response: FAA LTR: CHICAGO AND SOUTHERN'S OPERATIONS SPECIFICATIONS DID AUTHORIZE THE USE OF AVERAGE PASSENGER WEIGHTS UNDER MOST CIRCUMSTANCES. THIS PROCEDURE HAS BEEN USED UNDER FAR 135, 121 AND PREDECESSOR REGULATIONS FOR MANY YEARS. THE AUTHORIZATION TO USE AVERAGE WEIGHTS IN NO WAY RELIEVES THE CARRIER OF THE RESPONSIBILITY FOR COMPLIANCE WITH THE PERFORMANCE REQUIREMENTS OF 135.148 OR THE OPERATING LIMITATIONS OF 91.31. THESE REGULATIONS SHOULD PROVIDE ADEQUATE CONTROL IN THIS PARTICULAR AREA, HOWEVER, A FURTHER EXAMINATION WILL BE MADE TO DETERMINE WHETHER ADDITIONAL CONTROLS ARE REQUIRED.
