In closing, I want to thank my fellow Board members for their participation today. I also want to recognize the outstanding efforts of the NTSB staff members who completed this accident investigation and developed this thorough and excellent report, in particular, the staff from the Office of Marine Safety, the Office of Research and Engineering and the Office of Highway Safety. Investigator-in-Charge Liam LaRue and his team did an outstanding job.

Today, we issue recommendations to the U.S. Coast Guard, the Federal Highway Administration and to Foss Maritime Company. We hope these recommendations are adopted and light the way to improvements and safer operations on our waterways.
