Judge Mullins is a graduate of Panhandle State University, Goodwell, Oklahoma, (B.A., 1963) and the University of Colorado School of Law (J.D., 1969). He was admitted to the practice of law in Oklahoma and Colorado in 1970, and he was admitted to practice before the United States Supreme Court in 1975.
Judge Mullins was appointed as an Administrative Law Judge of the National Transportation Safety Board in January 1989. Before his appointment to the NTSB, he was an Administrative Law Judge of the Occupational Safety and Health Review Commission. For 15 years prior to his appointment as a Federal Administrative Law Judge, Judge Mullins was an Associate District Judge, 8th Judicial District, State of Oklahoma. He was engaged in the private practice of law from 1969 to 1971, and was employed as a public school teacher in Oklahoma and Colorado from 1965 to 1967.
Judge Mullins served on active military duty in the United States Army from 1963 to 1965 as a lieutenant assigned to the 4th Infantry Division, Fort Lewis, Washington. In March 1994, he retired from the United States Army Reserve as a full colonel. His last five years of reserve military service were as a military judge.
Judge Mullins is a general aviation pilot and holds a commercial pilot certificate.
