Julie N. Beal

Experience

Ms. Beal has more than 18 years of professional experience in transportation safety policy development and implementation. During her 10 years at the NTSB, she has served as Director of Public Affairs, a Special Assistant to an NTSB Board Member and as a human performance investigator. She has represented the Board on-site at 10 major accident investigations including the 1990 ground collision between two Northwest Airlines jets in Detroit; the crash of United Airlines flight 585 near Colorado Springs in 1991; two takeoff accidents in New York in 1992, a USAir jetliner at LaGuardia Airport and a TWA L-1011 at Kennedy Airport; and several major railroad and highway accidents.

Prior to joining the Safety Board, Ms. Beal worked for the U.S. Department of Transportation in the Office of the Assistant Secretary for Policy and International Affairs, and in the Federal Highway Administration on regulatory issues concerning motor carrier operations.

Education

Bachelor's degree (1972) from Carlow College; Master's degree (1976) in psychology from Duquesne University.


James P. Dunn
Chief, Regional Investigations Branch
Office of Railroad Safety

Experience

Mr. Dunn joined the Safety Board in 1990 as a Railroad Accident Investigator in the Board’s Parsippany, New Jersey, regional office. Since 1993 he has been Chief of the Regional Investigations Branch, and is responsible for the Safety Board's regional railroad program. Previously, he worked for the Pennsylvania Railroad and Penn Central Transportation Company as a locomotive engineer. In 1979, he joined Conrail's management team and was assigned to terminals and territories in Ohio, Michigan and New Jersey. Mr. Dunn served as Terminal Superintendent in Northern New Jersey before leaving Conrail to join the National Transportation Safety Board.

Education

BA degree in Political Science, Kent State University, Kent, Ohio.


Vernon S. Ellingstad, Ph.D.
Director, Office of Research and Engineering

Experience

Employed at the Safety Board since June 1990, Dr. Ellingstad previously served as Deputy Director of the Office of Research and Engineering. Prior to joining the Safety Board, Dr. Ellingstad was employed as Professor of Psychology, Chairman of the Psychology Department, and Director of the Human Factors Laboratory and graduate program at the University of South Dakota from 1969 to 1990. Involved in a variety of human performance, ergonomics, and transportation related research supported by DOT and DOD contracts. Represents Safety Board on DOT's Safety Measurement Working Group, ICAO's ADREP-2000 aviation data working group, and Transportation Research Board's Human Factors Workshop planning committee.

Education

Bachelors degree (1965) from the Wisconsin State University-Eau Claire in Psychology; Masters (1967) and Doctorate (1969) from the University of South Dakota in Human Factors Psychology.


Robert Charles Lauby
Director, Office of Railroad Safety

Experience

Mr. Lauby joined the Safety Board in December 1991 as Chief of the Railroad Division. On October 1, 1997, he became the Director of the newly formed Office of Railroad Safety, where he is responsible for launching NTSB railroad investigators to the 100 most serious freight, passenger, and rail transit railroad accidents that occur each year in the United States.

Mr. Lauby began his career with Conrail in their Management Training Program, where he specialized in locomotives and worked in the Mechanical Department as an Engineering Associate, Scheduler, Shop Engineer, and a General Foreman. He later joined Knorr Brake Corporation, where he worked with transit agencies and rail car builders on new car procurement programs and was involved with a variety of light rail transit and heavy rail projects as Project Engineer, Systems Engineer, Project Manager, Program Manager, Director of Systems Engineering, and finally, Director of Engineering. Mr. Lauby is a licensed Professional Engineer.

Education

B.A. in History and B.S. in Mechanical Engineering from Virginia Polytechnic Institute (VPI), Blacksburg, Virginia.
