PLT STATED HE COULD NOT GAIN SUFFICIENT ALTITUDE TO CLEAR TERRAIN. A WITNESS OBSERVED THE ACFT AT APPROXIMATELY 150-200 FT AGL, WELL BELOW THE TOP OF THE CANYON.
