NTSB investigators either traveled in support of this investigation or conducted a significant amount of investigative work without any travel, and used data obtained from various sources to prepare this aircraft accident report.THE FLT DEPARTED THE TOLEDO SURBURBAN ARPT AT 1800 FOR A LOCAL INSTRUCTIONAL FLT. ONE WITNESS DESCRIBED THE ACFT AS FLYING VERY ERRATICALLY. IT WAS DIPPING FROM SIDE TO SIDE & GAINING & LOSING ALTITUDE VERY RAPIDLY. HE NEXT OBSERVED THE PLANE CLIMB STRAIGHT UP & ROLL OVER ON ITS BACK.
