THE ACFT CRASHED DURING AN ATTEMPTED GO-AROUND. THE PILOT HAD LANDED DOWNWIND WITH AN APPROACH SPEED OF 80 KTS AND 25 DEGREES FLAPS. THE PILOT SAID HE USED RWY 13 INSTEAD OF 31 BECAUSE OF A NOTAM PROHIBITING LANDING ON RWY 31. THERE WAS NO NOTAM TO THAT EFFECT NOR WAS THERE A NOTAM PROHIBITING TAKEOFFS ON RWY 13. DURING LANDING ROLL THE PILOT REALIZED HE WAS TOO FAR DOWN THE RWY AND GOING TOO FAST. HE STARTED A GO-AROUND. A WITNESS SAW THE ACFT 1000 FT FROM THE DEPARTURE END OF THE RWY & MOVING AT A HIGH RATE OF SPEED. HE SAID THE ACFT WENT OFF THE RIGHT SIDE OF THE RUNWAY ABOUT 300-400 FROM THE END OF RWY 13. THE ACFT'S NOSE GEAR WAS OFF THE GROUND BUT THE MAIN GEAR WAS NOT. 'THE PILOT THEN PUSHED THE THROTTLE IN AS IF TO MAKE A GO-AROUND'. HE ALSO STATED THE ACFT WENT THROUGH A FENCE, HIT A RAILROAD TRACK AND FLIPPED IT OVER.
