THE PLT ERRONEOUSLY USED RVR AS HIS LANDING MINIMUM. ACTUAL RVR WAS BELOW THE PUBLISHED MINIMUM. THE SEQUENCEFLASHER LIGHTS WERE NOT TURNED ON.
