NTSB investigators may not have traveled in support of this investigation and used data provided by various sources to prepare this aircraft accident report.THE ACFT WAS NOT FLOWN FOR 6 YRS. DURING LAST ANNUAL INSPECTION, 67 HRS OF LABOR, THE BATTERIES (2), SPARK PLUG GASKETS,MAGNETO GASKETS, BATTERY CABLE LUGS AND IMPULSE COUPLING WERE REPLACED. THE FUEL QUANTITY TRANSMITTER, BATTERY, MAGNETOS AND SPARK PLUGS WERE EXAMINED OR REPAIRED. THE ACFT WAS TO BE FLOWN FROM CHICAGO TO LANSING, MI. TWO HRS AFTER DEPARTURE THE ACFT WAS OBSERVED ON FINAL APCH TO CAPITAL CITY ARPT, LANSING, MI. THE ACFT WAS LOW WITH GEAR UP AND DID NOT RESPOND TO THE TWRS RADIO CALLS OR RED LIGHT GUN SIGNAL.THE ACFT TOUCHED DOWN SHORT OF THE RWY IN GRASS, BOUNCED, FLEW ANOTHER 200 FT, TOUCHED DOWN AGAIN 90 DEGREES TO THE FLT PATH AND SLID TO A STOP ON AN ARPT SERVICE ROAD. INVESTIGATION SHOWED THE RADIO SWITCHES SET AND ON, GEAR HANDLE DOWN, GENERATOR CIRCUIT BREAKER TRIPPED, NO FUEL IN THE LEFT TANK, FUEL SELECTOR ON THE LEFT TANK, FUEL LEAKING FROM THE RIGHT TANK, UNDAMAGED PROP, FUEL GAGES BOTH ON ZERO, HYDRAULICALLY OPERATED FLAPS UP, AND THE BATTERIES DISCHARGED. THE GENERATOR/REGULATOR BENCH CHECKED OK.
