THE ACFT CRASHED LANDED AFTER A PARTIAL LOSS OF POWER. DURING AN EXAM OF THE ENG, THE COMPRESSOR BLEED CONTROL VALVE WAS FOUND STUCK OPEN CAUSING AN IMPROPER FUEL/AIR MIXTURE.
