THE WX AT THE TIME OF ACC WAS CEILING 200 FT, VISIBILITY 3/4 MILE WITH FOG. THE ACFT WAS EQUIPPED WITH A VOR LOCALIZER, BUT NO GLIDE SLOOP INDICATOR.
