THE PLT REPORTED THE TAKEOFF WAS ATTEMPTED TO THE WEST WITH A 10 TO 15 MPH LEFT X-WIND. ANOTHER PERSON IN THE AREA WHEN THE ACCIDENT OCCURRED STATED THE WIND VELOCITY WAS MORE LIKE 40 KTS.
