HOWEVER, THE GRASS WAS DAMP & THE PLT WAS UNABLE TO STOP THE ACFT BEFORE IT HIT A CYCLONE FENCE. ACCORDING TO THE LOCAL TOWNSHIP POLICE, THE PLT STATED THE ACFT RAN OUT OF FUEL.
