PILOT FAILED TO REMOVE CONTROL LOCK BEFORE TEST FLIGHT. ON TAKEOFF ROLL, PILOT WAS NOT ABLE TO MOVE CONTROLS, WENT OFF END OF 1800 FT RUNWAY, THROUGH A FENCE AND IMPACTED A DIRT PILE.
