DURING A LOCAL INSTRUCTIONAL FLT, AFTER PRACTICING MANEUVERS IN THE PRACTICE AREA, THE ACFT RETURNED TO THE ARPT FOR TOUCH AND GO LANDINGS. DURING THE CLIMB OUT ON THE FIRST TAKE-OFF, THE ENGINE SPUTTERED THEN QUIT. AN EMERGENCY LANDING WAS MADE NEAR THE ARPT. DURING THE LANDING ROLL THE ACFT NOSED OVER. INSPECTION OF THE ACFT REVEALED THAT THE FUEL TANKS CONTAINED A SMALL AMOUNT OF FUEL. THERE WAS NO FUEL DETECTED IN THE CARBURETOR OR IN THE FUEL LINES FROM THE FUEL TANKS TO THE CARBURETOR.
