THE PILOT WAS UNABLE TO EFFECT RECOVERY AND THE AIRPLANE CRASHED IN WET TUNDRA. THE WIND AT SHANNON POND AT THE TIME OF THE ACCIDENT WAS DESCRIBED AS 'SQUIRRELY' WITH SHEAR WINDS AT OR NEAR THE TREE LINE.
