HE ACKNOWLEDGED AND WITNESSES OBSERVED HIM LOWER THE LANDING GEAR PRIOR TO ATTEMPTING TO LAND ON THE WATER. THE AIRCRAFT FLIPPED INVERTED UPON TOUCHDOWN.
