THE PLT WAS ON AN AERIAL OBSERVATION FLT TO CHECK A DAM & WAS FLYING TOWARD THE SETTING SUN AT APRX ONE MINUTE BEFORE OFFICIAL SUNSET. HE STATED THAT WHILE FLYING AT LOW ALT, HE DID NOT SEE POWER LINES AHEAD UNTIL THERE WAS INSUFFICIENT TIME TO TAKE EVASIVE ACTION. SUBSEQUENTLY, THE ACFT STRUCK 3 CABLES AT ABOUT 30' AGL & FELL INTO A RIVER. THE PLT EGRESSED & CLUNG TO THE ACFT UNTIL HE WAS RESCUED. THE PLT'S LAST FAA MEDICAL CERTIFICATE WAS DATED 4/17/86.
