DURING A FLIGHT FOR THE PURPOSE OF INSPECTING POWER LINES AT A LOW ALTITUDE IN HILLY TO MOUNTAINOUS TERRAIN, THE AIRPLANE COLLIDED WITH THE TERRAIN IN AN UNCONTROLLED ATTITUDE.
