THE PILOT LANDING THE TAILWHEEL AIRPLANE WAS ON LANDING ROLL WHEN HE OBSERVED A FLAGMAN TO THE SIDE OF THE RUNWAY. HE APPLIED HEAVY BRAKING AND THE AIRPLANE NOSED OVER.
