Judge William A. Pope, II
Judge William A. Pope, II, graduated from the George Washington University (B.A. 1959), and the Georgetown University Law Center (J.D., 1962, LL.M., 1963). He is a member of the Bar of the State of Maryland, and is admitted to practice before the United States Supreme Court, the United States Court of Military Appeals, and numerous Federal courts.
Judge Pope was appointed as an Administrative Law Judge of the National Transportation Board in July 1993. Prior to his appointment to the NTSB, he served as an Administrative Law Judge of the National Labor Relations Board, the Civil Aeronautics Board, and the United States Department of Labor.
From 1972 to 1978, Judge Pope was a trial attorney in the Organized Crime and Racketeering Section of the Criminal Division of the United States Department of Justice, and was assigned as a Federal prosecutor with the Organized Crime Strike Forces in Baltimore, Maryland, and Pittsburgh, Pennsylvania. In 1976, he became a senior trial attorney, stationed in Washington, D.C., and was assigned to the trial of complex criminal cases throughout the United States.
Judge Pope served on active military duty as a legal officer in the United States Army's Judge Advocate General's Corps from 1965 to 1972, with assignments to posts in California, Germany, the Republic of Vietnam, and Washington, D.C. He completed 28 years of active and reserve military service as a military prosecutor, appellate Government counsel, and military judge, and retired as a lieutenant colonel. His military awards include the Legion of Merit, the Bronze Star Medal (for meritorious achievement in ground operations against hostile forces), the Meritorious Service Medal (two awards), and the Army Commendation Medal.
Judge Pope is a former President of the Federal Administrative Law Judges Conference.
