Chief Judge William E. Fowler, Jr.

Chief Judge William E. Fowler, Jr., received his law degree from Fordham University School of Law in New York City, in 1952. He is a member of the New York, Ohio, and District of Columbia bars.

His Federal government service began as Special Assistant to Attorney General Robert F. Kennedy at the United States Department of Justice in 1961. He subsequently served as a member of the Board of Appeals and Review for the United States Civil Service Commission, and as an Administrative Law Judge for the Social Security Commission, and, subsequently, for the United States Department of Labor.

Prior to entering Government service, Chief Judge Fowler served as Chief of the Highway Division of the Ohio Attorney General's Office. Preceding this, he had served for two years as City Prosecutor for the City of Akron, Ohio.

Chief Judge Fowler is a former President of the Federal Administrative Law Judges Conference, and a former President of the District of Columbia Mental Health Association.

He has been an Administrative Law Judge of the National Transportation Safety Board since 1969, and has been Chief Judge since 1977.
