External Relations And Product Development

The Deputy Director, External Relations and Administration is responsible to the Director, OMS, for interfacing with the United States Coast Guard (USCG) and ensuring maintenance of and adherence to the Memorandum of Understanding between the NTSB and the USCG, as well as managing the office’s international program and overseeing participation in appropriate International Maritime Organization activities.  This position also provides program oversight and supervision of the Chief, Product Development Division, and manages the day-to-day administrative functions of the OMS.



The Product Development Divisionis responsible for drafting major marine casualty reports as well as overseeing the development of other written products such as NPRM responses, mail controls, and safety recommendation letters.  The division manages the establishment and implementation of a quality management system (QMS) in the Office of Marine Safety and oversees the PC 2012 program in which the office produces brief reports to determine the probable cause of major marine investigations for which limited investigations are conducted.
